    5.1 Conference, Broadcast

    The conference is initiated by the scheduling console. The operation mode is one-key direct. The dispatcher can call all users in the predefined user group at the same time by pressing a conference key. After the user responds, the scheduling console and all users are in the same conference room, that is, all users and the scheduling console can speak and can also hear the voice of anyone else.

    Broadcast is a special conference. The scheduling console and all users are in a broadcast conference, that is, all users can only hear the voice of the scheduling console, and the scheduling console cannot hear the voice of the user.

    The system supports 16 conference rooms and 16 broadcasting rooms, and supports multiple conferences and multiple broadcasts at the same time.

    5.2 Strong insertion, forced demolition, monitoring

    The system's strong plug-in and strong-out functions are the unique management functions of the dispatch console, which can be strong plug-in and strong-out of local dispatch user terminals. Forwarding: The dispatch console calls the user who is calling and joins the call to realize a three-way call. If the dispatch console actively hangs up, the two users resume their normal call.     Monitoring is also a management measure for local user terminals. When a user terminal is always in a busy state and cannot respond to the password of the dispatching command in time, which affects the implementation of the dispatching command, the commander can use this function to monitor the call state of the user terminal so as to locate technical or management problems and ensure the smooth flow of the dispatching command.

    5.3 Subgeneration, transfer and transfer

    If the telephone ringing of a local user is not answered, the dispatching console shows that the terminal is in ringing state. The console selects the terminal and then presses the substitute key to answer the user's telephone. The user terminal will stop ringing.

    The dispatching console is talking with user 1, select user 2, and then press the transfer button to realize the call between user 1 and user 2, and the dispatching console hangs up to complete the transfer function.

    Transfer is a function that the scheduling server implements independently of the console to automatically transfer calls to a terminal or console phone, no answer transfer, busy transfer or unconditional transfer to another extension or external terminal. Usually used for holiday or night shift mobile service support.

    5.4 Local terminal status display

    The terminal of the dispatching server itself, whether it is an ordinary analog telephone or an IP telephone distributed to a long distance, is a local terminal for the dispatching system. The local terminal has a prominent advantage over the external terminal, that is, the various states of the terminal can be seen from the dispatch console: online or offline, idle and occupied, ringing and talking. It is precisely because the dispatch console can see the various states of the local terminal that the console can perform special dispatch processing operations such as forced insertion, forced disassembly, transfer, and substitute connection on the specified terminal.

    5.5 Call queue and pop screen

    The scheduling server will send the calls that need to be responded by the scheduling console into the incoming call queue in sequence, and the console that joins the response to the incoming call will accept the unified scheduling of the server, the phone corresponding to the main handle will receive the incoming call ringing, and the console voice interface will display the caller's relevant information on the incoming call screen. The console can choose to use the main handle to directly answer this incoming call, or pick up other calls from the call queue and use the auxiliary handle to answer first. It can also choose to reject incoming calls, add incoming calls to the blacklist or Qunda to add all incoming calls to a temporary conference call and talk with all incoming calls at the same time.

    5.6 Black and white lists

    The scheduling server supports blacklists and VIPs.

    Numbers added to the blacklist call into the scheduling system again will be automatically rejected.

    When the VIP number is added, when it is waiting in the incoming call queue, the server will display a special pop-up screen in the voice scheduling interface of all consoles to remind the console to answer first.

    6. Wired communication scheduling fusion function

    By establishing SIP relay and call routing between the core server of the command and dispatch system and the E1 digital relay gateway of the wired communication system, the internal telephone system of the office building and the wired and wireless telephone system of the operator can be connected to the command and dispatch system, and the functions of the wired telephone and the command and dispatch system can be integrated.

    The command and dispatch system can dispatch not only the internal telephone of civil air defense in the office building, but also the fixed telephone of the operator and the mobile telephone of the operator.

    7. Mobile communication scheduling fusion function

    Through the short message gateway, the command and dispatch system can not only receive and send short messages to realize the function of graphic dispatch, but also carry out the direct communication between the dispatch system and the mobile phone system.

    The short message gateway can be configured with 2 GSM cards and 2 CDMA cards, so it can send and receive multiple calls and multiple short messages concurrently, and can carry out low-guarantee command and dispatch in the case of external wired communication link failure.

    8. Radio scheduling fusion function

    Through the radio interface gateway, the command and dispatch system can be interconnected with various narrowband communication stations such as shortwave and ultrashort waves to realize two-way telephone dial-up direct calls.

    9. Fax group function

    The fax service server is an electronic fax sending and receiving device. The dispatch commander usually uses this function in cases where it is necessary to send fax documents to multiple user terminals. The dispatching console provides the fax numbers of all dispatching terminals, and then selects the electronic documents (tiff pictures, txt, doc text documents, excel forms, etc.) to send faxes to realize fast, batch and group sending of faxes.

    10. GIS scheduling function.

    The GIS service server provides offline maps and map engines for the ICP2000 emergency dispatch system, and the system also supports online map applications such as Gaud, Google, and Sky Map.
