China is a country with complex natural environment and frequent natural disasters. At the same time, with the deepening of reform and opening up, our society is in a period of social transformation, and various complex social contradictions are highlighted. Recently, China's public security emergencies continue to occur, the corresponding emergency command task is very heavy. The construction of China's emergency command system is not only of great importance and urgency, but also quite arduous and long-term. At present, China has built a "one case, three systems" core system framework for emergency command. "One case" refers to the construction of plans in the emergency command system, and the "three systems" refer to system construction, mechanism construction and legal system construction. However, compared with the construction of soft system, the development of emergency command information system is lagging behind. With the trend of compound, superposition and chain of public emergencies in modern society, it is necessary to establish a structured, networked and flat emergency command information system in order to deal with it effectively.
1. Structured trends
At present, most cities in my country have not established a long-term emergency command organization. There are generally several command centers in the emergency response process, such as the public security "110" command center, the fire "119" command center, and the "120" rescue center. The whole process of emergency management usually includes four stages: accident prevention, emergency preparedness, emergency response and accident recovery. Starting from the four stages and combining with the development trend of emergency management, the functional structure of emergency management organization is established. The main purpose of the structure of the emergency command center is to achieve the organic integration of emergency resources and management. In the process of establishing the emergency command center, establish an emergency command system composed of top-down emergency decision-making, emergency command and disposal forces, and straighten out the channels of information communication.
2. Intelligent trend
The technical support system of emergency management is the basis for emergency managers to make decisions, and it is also the guarantee for the smooth realization of emergency response linkage. At present, China has not yet established an independent and perfect emergency management technical support system. According to the functions that emergency management needs to play, the development trend of the technical support system of emergency management mainly includes: information-based emergency response system, Internet of Things emergency monitoring system, intelligent prediction and simulation system of accident consequences and emergency response expert system.
3. Networking trends
The establishment and improvement of the emergency command operation mechanism covers four logical links: accident prevention and early warning, emergency preparedness, emergency response and accident recovery; each organization forms an organic network system through stable information exchange and interoperability between systems. Ensure the smooth implementation of various powers under the premise of accurately reflecting the situation of public emergencies; improve the scientificity and accuracy of emergency command decision-making.
